Following telegram has been received from Secretary of
State for the Colonies:-
November 5th. Froclamation has been issued applying to Turkey all war proclamatione and orders-in-council excepting shipping order-in-council August 4th which is not applicable as Hague Convention relative to status

Turkish ships now in British ports or subsequently entering such ports should therefore be seized and detained and any seizures should be reported by telegram Turkish reserviste should be dealt with like other enemy reservists. Proclamation follows by earliest opportuni- ty meanwhile issue of proclamation should be notified. Repeat this telegram to Governor of Hongkong and Commissioner of Weihaiwei. Ends.
